126 the meeting was to approve a motion to incorporate a question specific to that <br />127 issue as part of a citizen survey to be conducted in early 2014. Mr. Schwartz <br />128 advised that the City Council had also expressed interest in receiving the results <br />129 of the U of MN- Mankato State Road Impact Software; as well as a desire to <br />130 gauge community interest through the survey. <br />131 <br />132 Member DeBenedet suggested the need to inform and educate citizens on what <br />133 organized collection entailed before they were randomly sampled. Member <br />134 DeBenedet noted that at least one Councilmember was convinced that the <br />135 consortium model would not result in savings; however, since that information <br />136 was currently unknown, Member DeBenedet su ested that would also be useful <br />137 information to know and share with the publi <br />138 <br />Imt <br />160 Public Comment <br />161 Gary Grefenberg, 91 Mid Oaks Lane <br />162 Mr. Grefenberg adVKed that he was present tonight as a representative of the <br />163 Southwest Area Roseville Neighborhoods ( SWARN), a neighborhood association <br />164 including neighborhoods immediately adjoining County Road B. As indicated in <br />165 previous PWETC meeting minutes, Mr. Grefenberg note that a representative of <br />166 SWARN had been requested to attend tonight's meeting. While not all residents <br />167 are members of SWARN, Mr. Grefenberg advised that it represented 60 -70 <br />168 families who were. Mr. Grefenberg referenced the fairly lengthy discussion held <br />169 at the November 25, 2013 City Council meeting, which he anticipated Mr. <br />170 Schwartz would report on tonight. Mr. Grefenberg stated that it was his <br />171 understanding that the PWETC would be finalizing their rankings tonight; <br />Page 4 of 18 <br />
