Most of the constitutional and statutory defects in <br />Minnesota Laws 1991, Chapter 246 can be cured by ascertaininq and <br />effectuatinq the leqislative intent, _ Minn. stat. 5 645.16 <br />(Supp. 1991); and by applyinq canons of statutory construction, <br />Minn. stat. 55 645.16-645.43 (Supp. 1991). The remaininq defects <br />require corrections and adjustments which are based on leqislative <br />policy and the court's redistrictinq criteria. These corrections <br />and adjustments are ..de in the attached plan and explained in the <br />accompanyinq annotations. <br />5. That subject to the stay issued by the United states <br />District Court in Emison v. Growe, No. 4-91-202 (D. Minn. Dec. 5, <br />1991), and in conformity with Minn. R. Civ. P. 54.02 the followinq <br />reapportionment of the Minnesota Legislature shall be final and <br />effective beqinninq with the 1992 primary and qeneral elections, <br />unless a constitutional plan is enacted by the state of Minnesota. <br />The stay of time periods for completion of redistrictinq for local <br />units of qovernment is dissolved. <br />2. Subj ect to the stay issued by the united states District <br />Court in Emison v. Growe, No. 4-91-202 (D. Minn.
