Their
redistricting must be completed b~~~~Ch 19,2002. Both the Minnesota Senate and the
House will likely develop redistrict. . · plans for state and congressional districts. They will
then have to meet and negotiate a pI that is acceptable to both houses. Governor Ventura
appointed a group of citizens to mak . redistricting recommendation, and the House and
Senate committees began meeting in early 2001. Partisan wrangling will no doubt playa part
in redistricting. Based on redistrictin ; efforts ten years ago, we can expect that the Legislature
will not complete plans until very ne . to the March 19 deadline. I'll get the dates of
upcoming Legislative Redistrictingeetings and make them available to you.

Cities must adjust their voting precin t boundaries within 60 days of the Legislature's
redistricting or by April 30, 2002, w 'chever comes first. Based on legislative redistricting,
cities will redraw precinct lines to fol ow mandated divisions (census block, along
recognizable physical features, high ays, rivers, railroads). Lines must correspond with
legislative and congressional district .

Although the City cannot take offici action until the Legislature approves the statewide
redistricting plan, we can prepare for the project. Please refer to pages 55-57 of the attached
document for a list of responsibilities and tasks that the city will complete. Some of the
immediate tasks include:

· Assign roles, responsibilities d expectations of city staff and City Council.

· Review official city policies 0 determine if there are specific concerns to be
addressed.

.
