Based on the redistricting cities will redraw precinct lines to follow <br />mandated divisions (census block, along recognizable physical features, highways, rivers, <br />railroads). Lines must correspond with legislative, county commissioner and congressional <br />districts. <br /> <br />Roseville will incur costs for redist.rkting. Staff will ensure that precincts lines meet state <br />laws. Maps will be drawn, and the City Council must approve precinct changes. Any <br />registered voter within the City of Rose vi lie who has a polling place change must be notified <br />of the polling location change with a first class "return service requested" mailing. We could <br />either use a post card (21 cents or letter 34 cents) depending upon what information we <br />include. <br /> <br />In 1999 the Minnesota Legislature authorized counties to levy up to $1.00 per capita in 2000, <br />taxes payable in 2001, to cover redistricting expenses. Twenty-five percent of the tax <br />proceeds will be distributed to municipalities on a per capita basis. Ramsey County levied <br />$.75 per capita for a total levy of$348,543 and allocated $87,136 to the municipalities. That <br />amount will be divvied up on a per capita basis to the 18 communities in the County. <br />Roseville has six percent of the total population and will get approximately $5,768. <br /> <br />_~urrently Roseville has approximately 22,400 registered voters. We'll likely keep most of the <br />current polling locations, but it is too soon to estimate how many voters will move to another <br />polling place. If all polling places are moved and all registered voters have to be notified the <br />cost would be $4704 (22,400 x .21) well within the $5,768. <br /> <br />. Page 1 <br />
