Set Public Hearing to Consider Approving a Brew Put Off-Sale Liquor Li- <br /> cense for Granite City located at 851 Rosedale Center#1005 <br /> Laliberte moved, Etten seconded, setting a public hearing for January 27, 2014 to <br /> consider approving/denying the requested liquor license for calendar year 2014. <br /> Roll Call <br /> Ayes: Laliberte; McGehee; Willmus; Etten; and Roe. <br /> Nays: None. <br /> Councilmember McGehee requested staff to provide additional information at the <br /> public hearing that defined a Brew Pub and licenses currently held by Roseville. <br /> 14. Business Items—Presentations/Discussions <br /> a. Discuss City Council Rules and Procedure <br /> Councilmember McGehee requested adding a process for a Councilmember to <br /> add something to the agenda if received by staff before noon on Wednesday by <br /> polling Councilmembers electronically to include that item in the meeting and <br /> packet. <br /> Mayor Roe, with concurrence by City Attorney Bartholdi, advised that this would <br /> create considerable Open Meeting Law violation issues by polling Councilmem- <br /> bers outside a public meeting. <br /> Councilmember Willmus stated that there was already a process in place for such <br /> an instance under the City Council's current Rules and Procedures. <br /> Councilmember Laliberte suggested that the City Council include the Pledge of <br /> Allegiance at the beginning of Councilmembers as a way to remember the demo- <br /> cratic process that put them in office as elected officials. <br /> Laliberte moved, Roe seconded, including the Pledge of Allegiance as Agenda <br /> Item 3 to the City Council Rules and Procedures. <br /> Discussion included peer community practices; a history of if and when Roseville <br /> did so; and how much of a role tradition played in the practice. <br /> Roll Call <br /> Ayes: Laliberte and Roe. <br /> Nays: Etten; Willmus: McGehee. <br /> Motion failed. <br /> b. Discuss City Commissions Subcommittee Report <br /> Advisory Commission Subcommittee members Laliberte and McGehee each pro- <br /> vided a bench handout with their differing recommendations, <br />
