Regular City Council Meeting <br /> Monday,January 13, 2014 <br /> Page 19 <br /> proximately 29 minutes long, given that it was considerably shorter than the re- <br /> cent City of Shoreview survey of 42 minutes. <br /> Councilmember McGehee opined that she was very impressed reading the Shore- <br /> view survey done at the same time as the City of Roseville's Cobalt survey; fur- <br /> ther opining that it contained much more useful information than the Cobalt sur- <br /> vey. Councilmember McGehee stated that she would personally support a pro- <br /> gram surveying the citizens every 2-3 years as a measuring stick for service deliv- <br /> ery; and opined that she favored the phone interview due to the finer detail availa- <br /> ble and willingness of people to share more information. <br /> Councilmember Laliberte questioned the Decision Resources firm's potential lon- <br /> gevity, opining that she would be in favor of choosing a vendor and sticking with <br /> them with consistent questions and improvement measurements. While preferring <br /> the data obtained by Decision to that of Cobalt, Councilmember Laliberte ex- <br /> pressed an interest in determining the potential longevity of the Morris Leather- <br /> man firm over the long-term. <br /> Mr. Bowman advised that one of the principals with Decision Resources had <br /> stepped down to pursue other interests, and Mr. Leatherman who had been in a <br /> higher capacity and not previously reflected with Decision Resources, had <br /> stepped into that principal role. Mr. Bowman advised that he couldn't determine <br /> the viability or longevity of the firm, other than to say they were locally based and <br /> had a very good following in the metropolitan area for a number of years, and one <br /> of the few firms still performing phone surveys. From a personal perspective, Mr. <br /> Bowman advised that he had found them to be very responsive to staff questions; <br /> and given their penchant for phone surveys, could complete the process in a more <br /> compressed time period than mailed surveys, and were prepared to assist the City <br /> with this survey. <br /> Councilmember Willmus expressed his personal preference for an oral or phone <br /> survey, in addition to sticking with a vendor used in the past and allowing the City <br /> to use their services once again. Councilmember Willmus opined that the City <br /> could still make some comparisons to questions and results from the 1998 survey <br /> as relevant during that period of time; and update the survey as indicated and ac- <br /> cording to prevailing issues at any given time (e.g., solid waste issues). Coun- <br /> cilmember Willmus suggested a core body of consistent questions, with a subset <br /> of questions based on preliminary answers, and allowing for some flexibility that <br /> is not found in written surveys. <br /> Councilmember McGehee noted that Decision Resources had been used widely in <br /> the metropolitan area, allowing availability of that data and comparisons of core <br /> questions locally. <br />
