Call to Order <br />1 <br />Chair Boguszewski called to order the Variance Board meeting at approximately 6:00 p.m. <br />2 <br />and reviewed the role and purpose of the Variance Board. <br />3 <br />2. Roll Call & Introductions <br />4 <br />At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br />Chair Michael Boguszewski; and Commissioners Shannon <br />6 <br />Cunningham; and Robert Murphy <br />7 <br />Staff present: <br /> City Planner Thomas Paschke and Associate Planner Bryan Lloyd <br />8 <br />3. Review of Minutes <br />9 <br />MOTION <br />10 <br />Member Cunningham moved, seconded by Member Murphy to approve meeting <br />11 <br />minutes of October 2, 2013 as presented. <br />12 <br />Ayes: 3 <br />13 <br />Nays: 0 <br />14 <br />Motion carried. <br />15 <br />4. Public Hearing <br />16 <br />PLANNING FILE 12-013 <br />17 <br />Request by Meritex Enterprises, Inc. for approval of VARIANCES to Roseville City <br />18 <br />Code: Chapter 1006 (Employment Districts) to allow a front building setback greater <br />19 <br />than 100 feet; and Chapter 1011 (Property Performance Standards) to allow loading <br />20 <br />dock doors to face the front property line at 2280 Walnut Street <br />21 <br />Chair Boguszewski opened the Public Hearing for Planning File 12-013 at 6:03 p.m. <br />22 <br />Associate Planner Bryan Lloyd summarized the request as detailed in the staff report dated <br />23 <br />November 6, 2013; with conditions as outlined in Section 7.0 related to aesthetics for <br />24 <br />screening of the parcel and landscaping within the public right-of-way. Planning staff <br />25 <br />recommended approval of the requested variance. <br />26 <br />Member Murphy noted the close location stop sign at the northwest entrance of the access <br />27 <br />point on Walnut Street; questioning the applicant’s intent to retain the steep grade based on <br />28 <br />elevations from Terminal Road. <br />29 <br />Mr. Lloyd advised that the site plan used for showing the loading dock doors facing west, <br />30 <br />provided only for the width of the site access and driveway location with respect to <br />31 <br />intersections. As the permit process proceeds, Mr. Lloyd advised that the site perspective <br />32 <br />would be addressed, but with the surface of the lot higher than the street, grade would be <br />33 <br />dictated by the rail line and the building situated to take advantage of that rail line. <br />34 <br />Applicant Representative, Dan Williams, Chief Investment Officer of Meritex <br />35 <br />Enterprises, Inc. <br />36 <br />Mr. Williams noted that they had been owners of this site, as well as many others recently <br />37 <br />developed in Roseville and the immediate area, including the former Unisys complex since <br />38 <br />demolished, and involved selling off areas of the site to other users. However, Mr. Williams <br />39 <br />advised that his firm was interested in developing this parcel with a state-of-the-art warehouse <br />40 <br />building on the 9 acre site, as it provided a unique real estate development opportunity for this <br />41 <br />area. <br />42 <br /> <br />
