EXTRACT OF MINUTES OF MEETING OF THE <br /> CITY COUNCIL <br /> OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br /> Roseville, County of Ramsey, Minnesota, was held on the 27th day of January 2014 at 6:00 p.m. <br /> The following Members were present: McGehee, Willmus, Laliberte, Etten, Roe <br /> and no one was absent. <br /> Councilmember Willmus introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 11128 <br /> A RESOLUTION REGARDING THE DETERMINATION ON A REQUEST TO STAY THE <br /> DECISIONS TO TRANSFER AND RENEW AN OFF-SALE LIQUOR LICENSE TO <br /> MINNNESOTA FINE WINES & SPIRITS,LLC <br /> WHEREAS, on November 25, 2013, the Roseville City Council approved the transfer of a <br /> liquor license from Network Liquors to Minnesota Fine Wines& Spirits, LLC and approved a renewal <br /> of said liquor license to Minnesota Fine Wines& Spirits, LLC for 2014; <br /> WHEREAS, on December 20, 2013, the City of Roseville received notice that Minnesota <br /> License Beverage Association and Stephens Liquor Store Inc. requested that the City stay its <br /> November 25, 2013 decision; <br /> WHEREAS, the City Council conducted a public meeting on January 27, 2014, to hear and <br /> receive evidence on the matter from all interested parties. <br /> NOW BE IT RESOLVED, based upon the record before the City Council, which includes the <br /> staff report and its attachments, the testimony of the interested and adverse parties, the discussion of <br /> the members of the Council, and the findings of fact as recited below, the City Council of the City of <br /> Roseville, Minnesota, hereby denies the request to stay enforcement of the above-referenced off-sale <br /> liquor license. <br /> Findings of Fact <br /> 1. There is no public safety issue. <br /> 2. There is no harm to the Minnesota License Beverage Association or Stephens Liquor. <br /> 3. There is harm to Total Wine/Minnesota Fine Wines and Spirits, LLC <br /> 4. There is harm to the property owner. <br />
