f�� <br />� <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />"��-- <br />Date: 2/10/14 <br />Item No.: 14.b <br />City Mana�er Approval <br />��-��� <br />Item Description: Authorize Position Reclassif'ications in the Public Warks Department <br />BACKGROUND <br />The Public Warks Department Strategic Plan has included some organizational changes that <br />should coincide with changing personnel due to several possible retirements over the next couple <br />of years. The first of those retirements is upon us with the Utility Supervisor retiring on <br />February 25, 2014 less than three weeks from now. <br />The current Public Warks Department organizational structure has been in place since 2002. <br />Since that time there have been many changes with added infrastructure, programs and services, <br />and regulations. Some of those are as follows: <br />• Additional street mileage with infill development and Twin Lakes <br />• Added utility infrastructure for these new developments <br />• Streetscape projects and rain gardens and other best management practice facilities such <br />as storm water reuse system. <br />• Maintenance of expanded city campus facilities including grounds maintenance <br />• National Storm Water Permitting Program <br />• Inflow and Infiltration requirements <br />• 30 year infrastructure capital replacement program <br />The current management structure has become inadequate to provide the level of control to <br />deliver the full range of programs and services that fall under the public warks function. With <br />the upcoming retirement in the Utility Division staff feels this is the time to implement some of <br />the Strategic Plan organizational changes. We are recommending adding first line supervision in <br />the Street and Utility Divisions with the addition of Warking Foremen in each of the two <br />divisions. These positions would assist with the day to day wark assignments to staff and assign <br />equipment and resources to division personnel. They would assist with customer service and <br />wark closely with the Division Superintendent to plan and carry out division operations and <br />respond to division emergencies. <br />The other recommended change is to reclassify the Street and Utility Supervisor positions to <br />Superintendent positions. Their role will change to reflect higher level responsibilities in the <br />planning, budgeting, and analysis areas. They will provide a lessor role in day to day <br />supervision of staff and maintenance operations. We have included the job summaries from the <br />job descriptions (Attachment A). <br />The new organizational structure is similar to many other comparable sized cities in the <br />Page 1 of 2 <br />
