Department Approval <br />�. �: ,� <br />Item Description: <br />BACKGROUND <br />�i1 `Y <br />��r I <br />REQUEST FOR COUNCIL ACTION <br />Date: 02/10/14 <br />Item No.: 7.i <br />City Manager Approval <br />��..-�r �. <br />Consider Approving IT Shared Service Agreement with the Anoka County Joint <br />Law Enforcement Council (JLEC) <br />Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers <br />agreements (JPA) or shared services agreements for the joint exercise of powers that are common to <br />each. Over the past several months, the Anoka County Joint Law Enforcement Council (JLEC) and the <br />City of Roseville have held on-going discussions in regards to the sharing of a City Netwark System <br />Engineer employee to help the Anoka County JLEC configure and install the necessary netwark <br />switches and routers as part of the County's Record Management System and Dispatch system. <br />The City of Roseville currently provides IT support for a number of Anoka County law enforcement <br />agencies and fire departments including Anoka, Lino Lakes, East Bethel, St. Francis, Circle Pines, and <br />Centerville. Because of these relationships, the City of Roseville is well-positioned to assist in the <br />deployment of various technical components of Anoka County's new dispatch and records systems. <br />The technical assistance will be focused on selecting, configuring and deploying the netwark switches <br />and routers required to interconnect the two data centers in Anoka County that will house the database <br />servers. The technical assistance resources dedicated for this project will be somewhat offset by <br />resources we expect to incur to connect various police and fire facilities to Anoka County data centers. <br />JLEC has authorized an initial task order to utilize a Roseville Systems Engineer in an amount not to <br />exceed $2,750, or approximately 40 hours over the next several months. Any additional work will <br />require supplemental tasks orders and prior approval from JLEC. Additional technical assistance is <br />being provided by other agencies and private contractors. <br />The City of Roseville currently employs twelve full-time employees and one part-time employee to <br />administer the information systems for the City of Roseville and 31 other municipal and governmental <br />agencies. <br />The attached Shared Service Agreement has been conceptually approved by the Anoka County JLEC <br />and is awaiting approval from the Roseville City Council. Anoka County JLEC expects to approve this <br />agreement later this month. <br />Page 1 of 2 <br />
