Attachment A <br />City of Roseville <br />ORDINANCE NO. <br />AN ORDINANCE ADDING <br />CHAPTER 207 <br />FINANCE COMMISSION <br />THE CITY OF ROSEVILLE ORDAINS: <br />SECTION 1: A new Title Two, Chapter 207 of the Roseville City Code is added to read as <br />follows: <br />207.01: ESTABLISHMENT AND MEMBERSHIP: <br />There is established a Finance Commission of the City which shall consist of seven <br />members appointed by the City CounciL Members shall be residents of the City and <br />appointed for three year staggered terms. At least some shall have financial inana eg ment <br />ex�erience -Terms of the initial members will be established by the council at the time of <br />their appointment. No member shall serve more than two full consecutive terms. <br />207.02 : ORGANIZATION: <br />The Commission shall annually elect one member to serve as chairperson and one <br />member to serve as vice chairperson. <br />207.03: MEETINGS AND REPORTS: <br />The Commission shall annually adopt a regular meeting schedule and may hold other <br />meetings, as it deems necessary. The Commission may adopt rules for the transaction of <br />business and shall keep a record of its meetings and actions. <br />207.04: DUTIES AND FUNCTIONS: <br />The duties and functions of the Commission shall be as follows: <br />A. Serve in an advisory capacity to the City Council on short and long-term financial policy <br />matters such as; the cash reserve, bud�et process, operating budget, and capital replacement <br />policies; <br />B. Recommend funding strategies for the Capital Improvement Plan; <br />C. Recommend broad-based Budget goals such as; local tax rate targets or tax levy and spending <br />Increases <br />D. Recommend re�orting and communication methods for bud_getin,g and financial information <br />that is more understandable to the �ublic. <br />
