Regular City Council Meeting <br /> Monday,January 27, 2014 <br /> Page 32 <br /> City Manager Trudgeon advised that this could be done, even given the number of <br /> moving parts, but accomplished through the purpose statement with the next exer- <br /> cise tonight talking about what the City Council wanted or didn't want, potential- <br /> ly modifying the zoning code to specify all areas. Mr. Trudgeon advised that, as <br /> all those moving parts were brought together, it was staff's intent to have suffi- <br /> cient time to figure it out. If staff was heading in the right direction, Mr. Trudg- <br /> eon asked that the City Council confirm that to allow staff to draft samples for <br /> consideration by the City Council and possible action in the future. <br /> Until she saw the underlying documents, Councilmember McGehee responded <br /> that she was not comfortable doing that, even though at first glance it seemed ap- <br /> propriate. Councilmember McGehee advised that she needed concrete confirma- <br /> tion that what she sees here and what is actually in the revised zoning code is well <br /> matched to meet the vision of the City and its residents. Councilmember McGe- <br /> hee opined that she often found they were approving one thing, and then the other <br /> part didn't come up to complete the process. <br /> Mr. Trudgeon assured Councilmembers that staff agreed with those former prob- <br /> lematic processes, and was attempting to accomplish those same goals and how <br /> the proposed revisions directly applied to the Twin Lakes Redevelopment Area. <br /> Mayor Roe clarified that staff was not asking the City Council to adopt this lan- <br /> guage tonight, but to provide staff with feedback on whether or not they were <br /> heading in the right direction. Since the zoning ordinance amendments followed <br /> closely with the land use definition amendments proposed by staff, Mayor Roe <br /> determined that there was no need to repeat that discussion tonight. <br /> Twin Lakes Area Use Exercise <br /> Mr. Paschke introduced this exercise (Attachment A) by defining four specific ar- <br /> eas in Twin Lakes. <br /> Area 1 —Cleveland Avenue and County Road C-2 <br /> Mayor Roe opined that he was considering that LDR, Retail, Warehous- <br /> ing/Distribution, and Light Manufacturing may not be good fits for that location. <br /> Councilmember Willmus questioned if further definition was needed and whether <br /> "mom and pop" shops should be a consideration there. <br /> Mayor Roe responded that"retail"meant"retail." <br /> Councilmember Willmus advised that he didn't want Residential: 12-14 units/acre <br /> in this area to avoid greater density; but questioned if there shouldn't be an option <br /> for residential above retail in smaller development scenarios, with definitions go- <br /> ing forward to better define what was or was not wanted. <br />
