Regular City Council Meeting <br /> Monday, February 10, 2014 <br /> Page 10 <br /> in place of the Mayor At the request of Councilmember McGehee, Mr. Breen <br /> clarified that State Statutes only allow for up to one (1) retiree of the six (6) fire- <br /> fighter trustees on any relief association board, in addition to the ex-officio trus- <br /> tees consisting of the Mayor (or a councilmember if the association's bylaws are <br /> amended), the City Manager and the Fire Chief. <br /> Etten moved, McGehee seconded, approval for the Roseville Firefighters Relief <br /> Association to approach the State Legislature for special legislation for the pur- <br /> pose of providing for retiree member representation on the Board of Trustees. <br /> Roll Call <br /> Ayes: Willmus; Etten; McGehee; Laliberte; and Roe. <br /> Nays: None. <br /> 14. Business Items—Presentations/Discussions <br /> a. Receive Public Input and Approve the Design and Construction of an Inter- <br /> im Pedestrian Pathway Along County Road B west of Cleveland Avenue <br /> Two bench handouts,, were provided, consisting of e-mails to Public Works staff, <br /> respectively dated January 20, 2014 from Barbara Reid, 2180 Midland View <br /> Court N; and February 9, 2014 from Gary Grefenberg, 91 Mid Oaks Lane, on be- <br /> half of SWARN. <br /> City Engineer Marc Culver provided a presentation on the proposed interim pe- <br /> destrian pathway along County Road B west of Cleveland Avenue; and provided <br /> a background of the proposed project and public input to-date, as detailed in the <br /> RCA dated February 10, 2014. <br /> Mr. Culver reviewed map locations, current and possible future jurisdiction of the <br /> roadway from Ramsey County to the City of Roseville, and neighborhood public <br /> meeting comments and staff responses (Attachments E and F) to-date. <br /> Mr. Culver reviewed the interim/short-term pedestrian facilities proposed using <br /> and extending existing shoulder areas along the south side of County Road B with <br /> the goal to provide a pedestrian pathway allowing for approximately 2' of separa- <br /> tion from general traffic lanes, with several option still under consideration (e.g. <br /> very wide shoulder stripe, a rumble strip, or a temporary use of tubular delinea- <br /> tors). <br /> Mr. Culver specifically addressed the intersection of Cleveland Avenue and <br /> County Road B; and concerns expressed by residents at a January 16, 2014 neigh- <br /> borhood meeting related to on-street parking for Fulham Street and Fairways <br /> Lane and homes impacted if that parking was eliminated as proposed for restrict- <br /> ing parking through the entire length on the south side; potential areas of mitiga- <br />
