Regular City Council Meeting <br /> Monday, February 10, 2014 <br /> Page 13 <br /> process proceeds, including the best separation option (e.g. rumble strips and/or <br /> barriers). <br /> Councilmember McGehee thanked neighbors for their extensive comments and <br /> attendance at various meetings; and offered her support for including a bench at <br /> the corner of County Road B and Cleveland Avenue, opining that those already <br /> installed around the City were well-used. <br /> Councilmember Etten echoed his appreciation for the neighborhood's advocacy <br /> and involvement in this process. <br /> Mayor Roe graciously offered to accept Ms. Friberg's donation of the cost of in- <br /> cluding a bench as part of the project; with City Manager Trudgeon duly noting, <br /> for the record, the request to include that amenity as part of the project. <br /> Roll Call <br /> Ayes: Willmus; Etten; McGehee; Laliberte; and Roe. <br /> Nays: None. <br /> b. Authorize Position Reclassifications in the Public Works Department <br /> Public Works Director Duane Schwartz reviewed the Department's Strategic Plan <br /> as developed and presented previously to the City Council, including tonight's <br /> recommended changes as part of that Plan to address upcoming retirements of <br /> current employees over the next few years. <br /> As detailed in the RCA dated February 10, 2014, Mr. Schwartz reviewed those <br /> reclassifications proposed at this time for the Utility Supervisor and Street Super- <br /> visor positions as Superintendent positions, and reclassification of a Street <br /> Maintenance Worker and a Utility Maintenance Worker position to Working <br /> Foreman positions. Mr. Schwartz noted that, in the future, the Department would <br /> return with a recommendation to discuss fleet and facilities future reclassification <br /> to reduce those roles somewhat. <br /> Under the current structure, Mr. Schwartz advised that the Department was <br /> stretched thin, especially in the management and operations areas; and opined that <br /> the City and its residents could be better served by trading superintendent level <br /> positions to superintendent and first line supervision (foreman) positions using <br /> current staff to help with day-to-day duties and field operations, allowing superin- <br /> tendents to take on additional responsibilities in planning, analysis, and imple- <br /> mentation of programs and projects. Mr. Schwartz noted that this proposed struc- <br /> ture is similar to that currently used by the Parks & Recreation Department, as <br /> well many other cities using similar organizational structures to obtain better effi- <br /> ciencies. <br />
