Regular City Council Meeting <br /> Monday, February 10, 2014 <br /> Page 15 <br /> Councilmember Willmus spoke in support of the motion; however, he cautioned <br /> that he was not sure if he could commit to future positions if requiring more levy <br /> dollars. <br /> Councilmember Laliberte spoke in support of the motion; but expressed concern <br /> for other departments without the same funding mechanism in place. <br /> Mayor Roe spoke in support of the motion; clarifying those utility fees were also <br /> paid by residents and businesses, so any increases did impact them. <br /> Roll Call <br /> Ayes: Willmus; Etten; McGehee; Laliberte; and Roe. <br /> Nays: None. <br /> Councilmember McGehee opined that this was a good model and provided suc- <br /> cession planning as well as allowing employees some upward mobility. Coun- <br /> cilmember McGehee further opined that the City should think about whether it <br /> wanted to have opportunities available for staff or not. <br /> Mayor Roe noted that other adjustments could also be made to make those staff <br /> changes happen. <br /> c. Discuss Community Survey Content,Length, and Budget <br /> City Manager Trudgeon distributed a bench handout from Councilmember <br /> McGehee, with suggested additions and revisions to the survey included in the <br /> meeting RCA packet dated February 10, 2014. Mr. Trudgeon suggested that the <br /> City Council focus on the questions they wanted, and not get too much into the <br /> minutia of the survey at this point; noting that the survey would come to the City <br /> Council for their final approval. <br /> Communications Manager Garry Bowman reviewed the proposed questions as <br /> proposed by staff for those areas they wished to receive feedback from the public. <br /> At the request of Councilmember Willmus, Mr. Bowman advised that to the best <br /> of his knowledge the cost of the survey was based on the number of surveys done, <br /> not necessarily the length of the survey itself. <br /> To facilitate discussion, Mayor Roe suggested using the draft survey materials <br /> provided in the packet for discussion (Attachment A), after which Councilmem- <br /> ber McGehee's handout and proposed revisions could be addressed. <br /> Councilmember McGehee clarified that she had no problem with the proposed <br /> questions in the packet; and agreed with Mayor Roe's recommendations in the <br /> packet on the solid waste question, opining that it was simply a different way to <br /> approach it, further opining that the survey company may have a better approach. <br />
