Councilmember <br /> Etten concurred with Councilmember Laliberte's suggested follow-up question of <br /> "Why?"versus the other follow-up question proposed. <br /> With concurrence by the body, Councilmember McGehee suggested getting rid of <br /> the specific follow-up. <br /> Councilmember Willmus suggested that staff, when talking to the survey compa- <br /> ny, ask them to consider moving some of the more vital questions toward the <br /> front end of the survey. <br /> Mr. Bowman responded that this would absolutely be a suggestion, noting that <br /> this format was only a model and based similarly to the City of Shoreview's sur- <br /> vey; opining that this was not the only way to structure a survey. Mr. Bowman <br /> suggested seeking the survey company's recommendations based on best practic- <br /> es for those weightier questions. <br /> Recycling Question (#72) <br /> At the request of Councilmember Willmus, Mr. Bowman estimated that when this <br /> survey goes out, the newly implemented recycling program would have been in <br /> place for one to one and one-half months, with the first pick-up scheduled for <br /> February 17, 2014. <br /> Based on that response, Councilmember Willmus questioned if this question was <br /> what was needed. <br /> Mayor Roe recognized that results may be skewed but noted the need, if this <br /> question and benchmark was preferred in future surveys, that it be retained to <br /> avoid losing it in future survey questions when the data would be more important. <br /> Councilmember McGehee suggested putting in a delineator, such as past and pre- <br /> sent system, recognizing that the new program had just started, but seeking feed- <br /> back on the overall experience. <br /> Mr. Bowman suggested that goal could be achieved by simply striking the word <br /> "current," from the question. Mr. Bowman advised that staff's intent in including <br /> the question was to determine resident satisfaction with Eureka Recycling. <br /> Under those circumstances, Councilmember Etten suggested the question be rated <br /> similar to other rating questions in the survey. <br />
