<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was held on the 12th day of February 2001, at 6:30 <br />p.m. <br /> <br />The following members were present: Klausing, Maschka, Mastel and Kysylyczyn <br />and the following were absent: None <br /> <br />Council Member Maschka introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 9867 <br /> <br />A RESOLUTION APPROVING AN AMENDMENT TO THE COMPREHENSIVE PLAN MAP <br />DESIGNATION FROM HD, HIGH DENSITY RESIDENTIAL TO B, BUSINESS FOR <br />PROPERTY LOCATED AT 2330 LEXINGTON AVENUE (PF #3277). <br /> <br />WHEREAS, the Planning Commission, at a public hearing held on January 10, 2001, <br />received a request from McKinley Companies, Inc., for General Concept and Final Development <br />Plan consideration of a Business Planned Unit Development (B~PUD) to redevelop the half acre <br />parcel located at 2330 Lexington Avenue into a five unit attached office condominium; and <br /> <br />WHEREAS, the proposal requires a Comprehensive Plan Map Designation Amendment <br />from HD, High Density Residential to B, Business and a rezoning (change in the zoning map <br />designation) from R-I, Single Family Residential District to B-PUD, Business Planned Unit <br />Development with an underlying zoning of B-1, Limited Business District; and <br /> <br />WHEREAS, said property is legally described as: <br />Lot 4, Block 1, Rose of Sharon 2nd Addition, Ramsey County, Minnesota (PID # 12923320050). <br /> <br />WHEREAS, after the public hearing, the Planning Commission recommended approval, <br />by the City Council, of the proposed Comprehensive Plan Amendment, based on findings as <br />outlined in the staff report dated January 12,2000, as follows: <br /> <br />1. The future land use for this parcel, as identified in Roseville's Comprehensive Plan, <br />indicates that this parcel should develop as High Density Residential (HD). Currently the <br />lot is vacant, and over the past two years the Community Development staff has <br />discussed the sites potential for townhouse development with interested individuals. <br />However, none of these discussions have ever been submitted for review. <br /> <br />2. TWQ heavily traveled roadways, State Trunk Highway 36 and Lexington Avenue, lie <br />adjacent to the parcel. Each roadway has a high volume of traffic that produces a level of <br />noise that is difficult to screen or block and peak hour traffic volumes that become <br />cumbersome to negotiate given the limited site access to Lexington A venue from Lovell <br />Lane. <br />
