City of Roseville — 2014 Budget
Tax Levy, Tax Capacity, and Tax Impact
The tax levy for 2014 is $18,003,721; an increase of $733,895 or 4.2 %. The increase in property taxes
is largely attributable to the higher debt service costs associated with the bonds used to finance the Park
Renewal program. An increase was also necessary to strengthen the City's asset replacement funding
mechanisms, and to offset inflationary impacts.
With the proposed tax levy and estimated changes in the City's tax base, a median - valued home of
$194,000 would see an increase of $65 or 7.1 % in their local property taxes.
The following graph and table summarizes the 2014 tax levy.
Tax Levy Distribution
Debt Service_
20%
Capital
Replacements
9%
Fund / Program
General Fund Programs
Parks & Recreation - Programs
Parks & Recreation - Maintenance
Pathways & Parking Lots Maintenance
Boulevard Landscaping
General Vehicle Replacements
General Equipment Replacements
IT Equipment Replacement
General Facility Replacement
Park Improvement Program
Street Lighting Replacement
Debt Service - Street Replacement
Debt Service - City Hall, Public Works Buidings
Debt Service - Ice Arena
Debt Service - Fire Station, Park Renewal I
Debt Service - Park Renewal Phase II & III
Operations
71%
$ Increase % Increase
2013
2014
Decrease
Decrease
$ 1012581611
$10,432,506
$ 1731895
1.7%
110551215
110551215
-
0.0%
110201000
110201000
-
0.0%
1501000
1501000
-
0.0%
601000
601000
-
0.0%
7371000
7251000
(12,000)
-1.6%
5371000
5491000
121000
2.2%
1255000
2001000
755000
60.0%
1221000
471000
(75,000)
-61.5%
401000
401000
-
0.0%
251000
251000
-
n/a
3101000
3101000
-
0.0%
8251000
8251000
-
0.0%
3551000
3551000
-
0.0%
8351000
8351000
-
n/a
8151000
113751000
5601000
n/a
$ 1712691826
$18,003,721
$ 7331895
4.2%
C
