This is largely the <br />result of added capital replacements in the City's parks system as well as vehicles and equipment. It <br />also includes significant increases in fuel and energy - related costs as well as personnel and other <br />inflationary -type impacts. <br />Another benchmark that is oftentimes used is a comparison of local property taxes among comparable <br />cities.
