Regular City Council Meeting <br /> Monday, February 24, 2014 <br /> Page 23 <br /> formation was made available of what anybody was going to get from their insur- <br /> ance if possible, and whether installation of plastic piping by the City was to be <br /> taken into consideration. Councilmember McGehee reiterated her comment that <br /> the situation was that the City had told people they couldn't have private wells, <br /> and had to get their water supplied by the City's infrastructure, and that infrastruc- <br /> ture was now failing. <br /> Councilmember Willmus concurred with Councilmember Etten on the need to <br /> take the extra step and attempt hot water jetting for those frozen at the City's ex- <br /> pense to get the lines open and figure out the system to accommodate those need- <br /> ing to run water. However, Councilmember Willmus stated that he still struggled, <br /> regardless of private well of City water, which portion of the line was the respon- <br /> sibility of the property owner and how to handle or mitigate that. Councilmember <br /> Willmus supported proactive steps available sooner rather than later. <br /> Councilmember Laliberte expressed support in the City attempting to get water <br /> running again by City staff using the hot water system,but any further steps need- <br /> ed being the responsibility of the homeowner with an outside vendor. Coun- <br /> cilmember Laliberte supported staff attempting to get the water running again and <br /> not have the problem get worse; however, if staff was unable to fix it with that hot <br /> water system, the City was then done. <br /> MOTION <br /> Etten moved, Willmus seconded, that staff be directed to provide hot water treat- <br /> ment of frozen lines and provide target mailings to areas of concern with recom- <br /> mendations for preserving water service, including the City's covering the cost of <br /> running a reasonable amount of water use to continue running as applicable. <br /> At the request of Councilmember Laliberte, Councilmember Willmus suggested <br /> that staff determine which media sources to use for providing that notice based on <br /> which homes were affected. <br /> Roll Call <br /> Ayes: Willmus; Laliberte; Etten; McGehee; and Roe. <br /> Nays: None. <br /> Councilmember McGehee noted her vote in support was given, but she still had <br /> remaining questions. <br /> At the request of Interim City Manager Trudgeon for clarification, Mayor Roe <br /> clarified that the City would not pick up any costs for any treatment beyond the <br /> hot water flushing, but that further solutions would be the responsibility of the <br /> homeowner, due to costs and potential liability risks. <br />
