 ti

REQUEST FOR COUNCIL ACTION
Date: 4/07/14
Item No.: 7.e
Department Approval City Manager Approval
- .->--
Item Description: Approve No Parking resolutions — Skillman Avenue, Old Highway 8 and
Oakcrest Drive
BACKGROUND
The City is performing a mill and overlay this construction season on the following roadways which are
part of the City's Municipal State Aid (MSA) system:
• Skillman Ave from Fairview Avenue to West Snelling Drive
Old Highway 8 from County Road D to 650 feet south of County Road D
• Oakcrest Ave/Snelling Ave Service Road from Fry Street to Snelling Ave
State Aid standards do not allow parking on both sides of 2 lane roads narrower than 38 feet. Existing
Skillman Avenue is 36 feet wide and is striped with parking lane on the south side of the road and no
parking on the north. This segment of Oakcrest Avenue is 32 feet wide with no parking signs on both
sides of the roadway. Old Highway 8 is 38 feet wide and is striped to support parking on one side of the
street.
The State requires a Council resolution prohibiting parking where street width does not meet State Aid
standards for parking on both sides.
The above roadways are currently posted for No Parking as indicated above, however we don't have the
official resolutions on file to forward to State Aid for the purposes of spending additional State Aid
dollars on these roadways. It should be noted that while the current proj ect limits for Old Highway 8 do
not extend to County Road C2, this resolution formalizes the in place parking restriction along the entire
 roadway.
We are presenting the attached resolutions to the Council to make official record of the in place parking
_ restrictions on the roadways.
The attached resolutions set the following parking restrictions:
. • Skillman Ave — No parking on the north side from Fairview Avenue to West Snelling
< Drive
 • Old Highway 8— No parking on the west side of the road from County Road C2 to
F County Road D
F • Oakcrest Ave/Snelling Ave Service Road — No parking on both sides from Fry Street to
Snelling Ave
