The property was purchased under the City's Housing <br />Replacement Program in 1998 and if approved would be sold contingent upon a senior/high <br />density housing development which is consistent with the Comprehensive Plan for the area. <br /> <br />1.2 <br /> <br />Staff is requesting the approval to hire an appraiser from the City consultant pool to identify <br />the appraised value of the lot, to determine sale price. <br /> <br />BACKGROUND <br /> <br />The housing replacement program was established in 1996 to help the City purchase, on a <br />voluntary basis, outdated or non-code compliant structures that could not be economically <br />rehabilitated or sold on the open market. The purpose of the program is to replace <br />deteriorating lower value housing on scattered sites throughout the City with larger, higher <br />value housing. The goal of the program is to increase property values and improve the value <br />and aesthetics of the neighborhood properties. <br /> <br />The Council approved the purchase of the home at 2668 Lexington Avenue and the <br />subsequent demolition in the summer of 1998 under the guidance of the Housing <br />Replacement Program. <br /> <br />The Housing Replacement Program was amended by the Council at the April 10, 2000 <br />meeting to ensure that the reuse of the city purchased lots are consistent with the <br />Comprehensive Plan. <br /> <br />An offer has been made to purchase 2668 Lexington by George Reiling. Mr. Reiling is <br />proposing a senior housing development north and east of the property and would like to <br />incorporate the City lot into the project. <br /> <br />STAFF RECOMMENDATION <br /> <br />Staff recommends approval of the sale of2668 Lexington Avenue to George Reiling with <br />the sale price based on appraised value and with the condition that the land be used as <br />part of a proposed senior housing development. <br /> <br />PF3202 - RCA (05/08/00) - Page 1 of 2 <br />
