The purpose of the program is to replace <br />deteriorating lower value housing on scattered sites throughout the City with larger, higher <br />value housing. The goal of the program is to increase property values and improve the value <br />and aesthetics of the neighborhood properties. <br /> <br />1.2 <br /> <br />The Council approved the purchase of the home at 2668 Lexington Avenue and the <br />subsequent demolition in the summer of 1998 under the guidance of the Housing <br />Replacement Program. The property has not been sold for construction of a new single <br />family home for several reasons. One reason is that the lot's comprehensive plan <br />designation is high density residential. <br /> <br />When established, the initial intention of the program was to replace distressed single family <br />homes with new single family homes. The program did not take into consideration cases <br />where the existing zoning did not comply with the future land use designation under the <br />comprehensive plan. <br /> <br />. . <br /> <br />The Housing Replacement Program was amended by the Council at the April! 0 meeting to <br />ensure that the reuse of the lots that were purchased under the program are consistent with <br />the Comprehensive Plan. The amendment allows the City to facilitate replacement of <br />distres.sed homes, on a voluntary basis, with their intended future use. The amended program <br />requires that the Planning Commission review transactions where the future land use is <br />inconsistent with the current zoning to ensure that the reuse is consistent with the <br />comprehensive plan. The sale of the lot is contingent upon review by the Planning <br />Commission and approval of the City Council. <br /> <br />An offer has been made to purchase 2668 Lexington by George Reiling. Mr. Reiling is <br />proposing a senior housing development north and east of the lot and would like to <br />incorporate the City lot into the project. <br /> <br />PF3202 - RPCA (04/12/00) - Page 1 of 2 <br />
