DAHLEN & DWYER, INC. ROSEVILLE COMMUNITY ANALYSIS Roseville is a highly desirable, fully developed first tier suburb of St. Paul. The Community is bordered on the south by the City of St. Paul, on the east by the fully developed, first tier Community of Little Canada, on the north by developed areas known as Shoreview and Arden Hills, and on the west by St. Anthony and New Brighton. The City of Roseville ten years ago embarked on an ambitious program to completely redevelop the Community. Roseville has seen extensive redevelopment, mostly in its commercial and industrial sector. The following exhibit profiles the City's population growth over the past 30 years. The City of Roseville is a first tier northern suburb of the City of St. Paul which had a 1990 population of 33,485. This was down approximately 6.5% from the 1980 population of 35,820. Roseville encompasses an area of 24.3 square miles and is a well-planned community of traditional and contemporary homes of all styles and price ranges. Roseville has also experienced a considerable amount of commercial and industrial growth over the years. Its strategic regional location along with its excellent access has influenced many families and employers to locate in the area. Much of Roseville's growth occurred in the 19505 and 19605, and continued at such a pace that by 1971 only 12% of the City remained undeveloped. Like many first-ring suburbs, Roseville1s growth was not conc.entrated in anyone area but was scattered throughout the City. 1
