Land located <br />immediately to the east and north of the subject is currently vacant. This vacant land <br />is proposed as a senior housing development, a use that is consistent with the future <br />land use designation of the "Comprehensive Plan n as High Density Residential. It is <br />the understanding of your appraiser that this project will be positively recommended <br />by the Planning Commission and approved by the City Council under the Planned Unit <br />Development Process. <br /> <br />Based upon the above information, interviews with Officials from the City of <br />Roseville, and after analyzing existing zoning ordinances, adjacent development <br />characteristics, land use patterns, traffic flows, environment, competitive space and <br />site characteristics, it is my opinion that the Highest and Best Use of the subject <br />parcel would be for assemblage with adjoining properties for some type of <br />development designated for maximum utilization of the site in keeping with the <br />Roseville Zoning Code and Comprehensive Plan.
