<br />120 - 150 apartment/condominium residential units are established in one contiguous <br />development along the east edge of City Square and fronting onto Lexington Avenue. The ground <br />floor of the residential, along City Square would be reserved for service conunercial uses. <br />Parking for the residential would be in the basement level under the units. Access to this parking <br />would be directly from Lexington Avenue. <br /> <br />All other components remain the same as described in Development Option B described above; <br />City Hall Expansion, Conununity Center, Recreation Center, Indoor Pool, Residential, Parking <br />Structure, Parking Ramp, Surface Parking <br /> <br />Option B <br /> <br />Master Plan Option B (Exhibit N) is the same as Development Option C described above, except <br />for the elimination of the "wintergarden". A smallcr enclosed connection is proposed be the <br />community center and city hall. A small enclosed gathering space is part of this connection and <br />as part of the connection to Central Park from the City Center. <br /> <br />Option B also illustrates a one level parking ramp over the existing Ice Arena surface parking lot, <br />to ensure adequate adjoining parking for the recreation center, indoor pool, Ice Arena and John <br />Rose OvaL <br /> <br />Other components of Master Plan Option B remain the same as Development Option C; City Halt, Ice <br />Arena Complex, Community Center, Recreation Center, Indoor Pool, Public Safety Building, Parking <br />Structure, Parking Ramp, Surface Parking. <br /> <br />Implementation Strategy <br /> <br />The implementation strategy chart for Roseville City Center (Exhibit BB) identifies each major <br />project proposed in Master Plan Options A and B and their size, cost, time frame, <br />implementation, partnership and next steps. Each Option has been divided into five phases or <br />stages of development. The phases/stages do not necessarily need to occur in order. Some may <br />occur at the same time and others may want to be implemented sooner due to public interest, <br />private sector interest, or need. <br /> <br />A plan has been prepared for each phase or stage of the process to illustrate the potential <br />evolution of the project. As has been discussed earlier, the Public Works facility should be <br />relocated before any new dcvelopment of the City Center occurs. Minor improvements could be <br />made before the Public Work garage is relocated, but they would only be disrupted when it is <br />moved. <br /> <br />Option B illustrates temporary parking in place of the City Square in Phases/Stages 1 through 3, <br />prior to construction of the new public safety building and parking structure. <br /> <br />Conclusions, Recommendations and Next Steps <br /> <br />The City Center Task Force has concluded that Master Plan Options A and B provide to viable <br />alternatives for consideration by Roseville Planning Commission and City Council. Both options <br />establish a new City Square as a new public gathering place and as a focus for a new Community <br />Center, Recreation Center and expanded City Govenunent Center.
