<br />. <br /> <br />. <br /> <br />. <br /> <br />--DRAFT -(04/22/99) <br /> <br />City Center District <br /> <br />The City of RosevilIe adopted its Comprehensive Plan in 1994, attaching an <br />implementation strategy to create a master plan for a city center to be located generally <br />around the intersection of Lexington Avenue and County Road "C". <br /> <br />The City Council created a citizen task force in 1998 with a charge to define the city center <br />concept, identify the community needs, and more specifically locate the district. The City <br />of Roseville and a Metropolitan Council Comprehensive Planning Grant provided funds <br />for this task force study. <br /> <br />In May, 1999, the Task Force completed phase one ofthe study approving and <br />recommending adoption of the purpose, market/users, uses, and location of a City Center <br />District. <br /> <br />PURPOSE OF DISTRICT: <br /> <br />The purpose of the City Center District is to create a centrally located area within <br />Roseville with a unique sense of community, a gathering place with social intimacy; a <br />destination which focuses on community participation and meetings, recreation, <br />government services, and may have complementary educational, retail and housing uses. <br /> <br />MARKET AND ANTICIPATED USERS: <br /> <br />The market and users for this district are residents of Roseville, the adjacent communities and the <br />regional, national, and world-wide users of the specialized services offered within the district. <br /> <br />PLANNED USES WITHIN DISTRICT: <br /> <br />The planned public and privately owned uses foreseen within this district are envisioned to be a: <br /> <br />. source of pride <br />. communal gathering place; a hub of Roseville community activity for all ages <br />. center for the coordination and delivery of essential services <br />. locale for the development of mental and physical health <br />. venue for government, education, cultural, and sport activities <br />. marketplace for complementary services and goods <br />. intergenerational residential living of varied styles <br /> <br />1 <br />
