<br />. <br /> <br />. <br /> <br />. <br /> <br />6. <br /> <br />Other Uses and Themes <br /> <br />Street level mixed use area; design that blurs distinction between indoor and outdoor; <br />specific ornamentation to identify RosevilIe; pathways between the facilities; land mark; <br />carefully planned parking facilities; a safe place t~ be; pathway access to community; <br />human scale, campus setting, trees and topographical changes; public art; <br />intergenerational activities/connections; aesthetic continuity to Central Park; quality <br />decorative omamentallighting; design continuity; architectural design that breaks from <br />precedent; passive village square; design for flexible open ended growth; signage <br />(informational and directional); efficient street accesses; parkway-tree lined streets with <br />walkways; County Road C and Lexington as street entry with streetscape; <br />monument/gateway signage; flower and butterfly gardens; co-generation of energy. <br /> <br />DEFINITION OF THE DISTRICT (draft for consideration and inclusion in <br />Comprehensive Plan after a public hearing to be held on May 12, 1999, by the <br />Roseville PIannin2: Commission, with a decision by the City Council <br />anticipated May 24, 1999, or at a later date.) <br /> <br />Within the City ofRoseville Comprehensive Plan and Map, (Section 4, Subsection II, pages two <br />and three), the listing and description of Land Use Categories is hereby amended to add the "City <br />Center Land Use District" as follows: This district, with a boundary as described above and <br />consisting of approximately 121 acres, shall be defined as a mixed use area wherein current and <br />future public and private uses may occur simultaneously and adjacent to each other. The uses <br />may include center(s) for the community, government, and recreation programs, with <br />complementary public or private housing, retail, transportation, and other uses as allowed in the <br />City Center District Zoning Ordinance. The site plarming, design and architecture, and public <br />infrastructure investments shall be consistent with a master plan for the are~. It is anticipated that <br />the zoning for this district will be a Planned Unit Development. All new developments will be <br />reviewed as an amendment to the PUD. <br /> <br />PUBLIC PARTICPATION AND INPUT PROCESS <br /> <br />Process continues with notice, displays, public meetings, and video of meetings; invitations and <br />discussions with interest groups and residents at May 20th meeting; Plarming Commission to hold <br />public hearings on addition of" City Center District" to the City's Comprehensive Plan. <br /> <br />LOCATION OF DISTRICT: <br /> <br />The location of the City Center District is the area shown on the attached map and generally <br />described as follows: Beginning at the northwest comer of Howard Johnson Park along WoodhilI <br />Drive, east along the WoodhilI Drive right-of-way (and also including the VFW, Shopping <br />Center, and Veteran's Park north of Wood hill Drive) to Victoria Street; then south along Victoria <br />to the intersection with County Road "C"; then west along the south right-of-way line ofthe <br />BNSF railroad right-of-way (and also including the RosevilIe Mobile Home Park adjacent to the <br />railroad right-of-way) to a point of intersection with a line extended south along the west <br />property line of Howard Johnson Park; the north along the west edge of Howard Johnson Park to <br />3 <br />
