<br />· venue for government, education, cultural, and sport activities <br /> <br />· marketplace for complementary services and goods <br /> <br />· intergenerational residential living of varied styles <br /> <br />UThe Vision" <br /> <br />Roseville City Center provides a safe and architecturally unique "landmark" for the City's <br />government, conununity and recreational needs. It is highly accessible via the City's network of <br />parkways, tree-lined streets, transit services and pedestrian walkways that connect to the Center's <br />mixed use street level area, providing a variety of indoor and outdoor spaces. The City Center <br />takes advantage of the area's topographic changes that help to reinforce its aesthetic continuity <br />with Central Park. The human scale and design continuity of it's campus setting is reinforced by <br />the high level of ornamentation that specifically identifies this "place", as Roseville City Center. <br /> <br />Categories of Vision, Ideas, Specific Uses <br /> <br />1. Uses will be both indoor and outdoor. <br /> <br />2. City support services (roads, paths, parks, utilities, and safety) will be an integral <br />part of the design. <br /> <br />3. Operational/maintenance features will be designed with efficiency and <br />functionality. <br /> <br />4. Emphasis will be placed on tone, character, sense of place, ambiance. <br /> <br />5. There will be both active and passive areas <br /> <br />6. Design will include expansion flexibility <br /> <br />7. The site will be a "site for all seasons", featuring seasonal events. <br /> <br />8. The public and private sectors will playa role in the design, financing and <br />construction either through collaborative work or partnerships. <br /> <br />9. Efficiency, durability, and longevity will be a part of all design. <br /> <br />Examples of specific uses identified for the City Center include the following: <br /> <br />1. Government Center <br /> <br />Updated fire/police facility; updated government complex - state, city, county; <br />government center schools; county service center <br /> <br />2. Community Center <br /> <br />Meeting rooms; teen center; service center; multi-purpose rooms; child care facilities; <br />volunteer organization spaces; perfonnance theatre; seminar theater; artIhistory center; <br />home/garden education facility; continuing education community center; Transit Village <br />Roseville City Center Master Plan and Development Strategy 9 <br /> <br />Draft 11.10,99 <br />
