<br />IV. Concept Alternatives <br /> <br />Based on the vision statement and program, three basic arrangement of uses (government center, <br />community center, recreation center) were explored for Roseville City Center. The three <br />concepts were referenced as Parkways, Main Street and City Square. In each of the alternatives it <br />is assumed that the Public Works garage will be relocated off-site and that the fire station and <br />license bureau witl either be accommodated on-site, in a different location, or off-site. <br /> <br />A. Parkways <br /> <br />The Parkways Concept (Illustration E) builds on the desire of the City to reinforce Lexington <br />Avenue and County Road C as primary image corridors of the community. Plans have been <br />developed to "green" Lexington Avenue from Como Park north to Lake Josephine Park. Pieces <br />of this have been implemented along Central Park. County Road C is planned to be widened with <br />the addition of a median. <br /> <br />The Parkway Concept proposes arranging the three primary uses along Lexington A venue and <br />County Road C to take maximum advantage of proximity and visibility. The Government Center <br />builds off existing City Hall and anchors the comer of Lexington and County Road C. The <br />Recreation Center fronts to County Road C and builds on the existing ice arena and John Rose <br />Oval. The Community Center fronts onto Lexington Avenue. Parking is located behind the <br />frontage uses in a multi-level parking structure. <br /> <br />The Parkway Concept envisions a high quality pedestrian amenity zone along Lexington Avenue <br />and County Road C with wide building setbacks, pedestrian walkways and landscaping. Major <br />building entrances would focus to the roadways. Secondary entrances would be provided fonn <br />the parking resources. <br /> <br />Lexington Avenue and County Road C are both arterial streets designed to move traffic <br />effectively and efficiently through Roseville. As a result on street parking is prohibited and curb, <br />cuts are kept to a minimum. These streets do not lend themselves well to "frontage" streets. <br />Frontage streets are where buildings are constructed close to the street, there is on street parking <br />and traffic is slow moving. <br /> <br />B. Main Street <br /> <br />The Main Street Concept (Illustration F) envisions constructing a new north/south street through <br />the City Center area that links directly from County Road C to Woodhill Drive. This street would <br />establish a new "Main Street" for the City of Roseville and would provide the organizing element <br />for the new City Center uses. <br /> <br />C. City Square <br /> <br />The City Square Concept (Illustration G) builds on the Main Street Concept through the addition <br />ofa City Square at the heart of the City Center area with the new uses arranged around it. The <br />City Square not only provides and organizing element for the City Center but also provides a new <br />civic gathering place for the community. <br /> <br />A new Recreational Center would be located to the west of the existing ice arena, fronting on to <br />the new north/south street, and providing a new front door to the ice arena and John Rose Oval. <br /> <br />RosevilJe City Center Master PJan and Development Strategy <br /> <br />12 <br /> <br />Draft 11.10.99 <br />
