VII. City Center Master Plan

After review and discussion of the six development alternatives outlined above, the City Center
Task Force selected alternatives B and C for further testing, refmement, costing and phasing
analysis, One refinement was made to Option B, the parking structure was moved to fonn the
north edge of City Square and the residential was moved to the northeast corner of the City
Center. This moved the parking closer to the Community Center and provides a contiguous
residential parcel.

Option A

Master Plan Option A (Illustration N) builds in Development Option B described above. As
noted earlier, the parking ramp has been moved to the west along the north/south road to provide
more direct access to the Community Center (40,000 SF). The ground level of the parking
structure would be reserved for service commercial uses to activate the north edge of City Square.
The footprint of the parking structure would accommodate 150 spacesnevel. Based on the needs
of the City Center this parking structure would be 3 - 4 levels or 450 to 600 spaces.

120 - 150 apartment/condominium residential units are established in one contiguous
development along the east edge of City Square and fronting onto Lexington Avenue. The ground
floor of the residential, along City Square would be reserved for service commercial uses.
Parking for the residential would be in the basement level under the units. Access to this parking
would be directly from Lexington Avenue.

All other components remain the same as described in Development Option B described above.

. City Hall Expansion
. Community Center
. Recreation Center
. Indoor Pool
. Residential
. Parking Structure
. Parking Ramp
. Surface Parking
Option B

Master Plan Option B (Illustration 0) is the same as Development Option C described above,
except for the elimination of the "wintergarden". A smaller enclosed connection is proposed be
the community center and city hall. A small enclosed gathering space is part of this connection
and as part of the connection to Central Park from the City Center.

Roseville City Center Master Plan and Development Strategy

17

Draft 11.1 0.99
