<br />TO: City Center Task Force <br />Members of Roseville City Council <br /> <br />RE: Response To Request For Input <br /> <br />DATE: May 17,1999 <br /> <br />Since we are snowbirds, I have only been to one meeting and watched a couple of <br />replays on cable. My thoughts, with that limited background, are: <br /> <br />1. Start with a much smaller area. Begin with the immediate needs of city government <br />and clearly define those. Avoid duplication of services or space already available at <br />schools, churches and other public buildings. I don't believe any of the land within the <br />zone is for sale now and it would seem wiser to me to acquire it as it becomes <br />available~- if the need is there. If the intent is to rezone this land and thereby restrict <br />what is done with it hereafter, I think the City should be dealing up front with the <br />current owners now. <br /> <br />2. I've served on a long range planning committee and know the frustration because <br />few have the ability to see the world a year from now---Iet alone 20 or 40 years. When <br />ever you print brainstorming ideas, as I believe some of these must have been, it <br />sounds like "pie in the sky" and is bound to stir the ire of many. Mention library and of <br />cour~e peopl~ are going to react because of the beautiful facility we have, which is <br />located rig~t where research said it should be. <br /> <br />3. So many of the things mentioned for the center should be private enterprise. I don't <br />believe'it is the business of the City to compete with the other malls. <br /> <br />4. I personally feel that Roseville is too large and diverse for a city center as proposed. <br />The government buildings yes, but not all the other. <br /> <br />5. Lastly~--I got the perception, from the first presentation I heard by the consultant <br />that a lot of planning had gone into this project by someone long before the task fO~ce <br />was formerly introduced.
