<br />CITY CENTER TASK FORCE NOTES <br />October 8, 1998 <br /> <br />1. Call to Order: October 8, 1998,6:30 p,m. <br /> <br />2. Present: Scott Bergs, Peggy Egli, Tom Johnson, Don Anderson, Ann Hermes, <br />Perrie Hettler, Jan Vanderwall, Lois Sinn Lindquist, Richard Bates, Craig <br />Klausing, Keith Wietecki arrived late. <br /> <br />Council present: Mayor Wall, Barb Mastell, Dean Maschka <br />Others present: Dave Peipelkorn, Dick Forliti, Bob Bierscheid, Ann <br />Baker, Steve Sar1<ozy, Sgt Mike Palermo, Kim Way, Dennis Welsch <br /> <br />3, Chair Lois Sinn Lindquist opened the meeting al6:30 p.m., and asked the members to <br />introduce themselves with a "What's your favorite City?" question, <br /> <br />4. Kim Way, Urban Design Director, Ellerbe-Becket introduced the City Center concept as a <br />strength of the community, There are no pre-conceived notions. <br /> <br />5. Kim Way introduced the Task Force Charge and Ground Rules, The Task Force will <br />work by consensus, Meeting will adhere to a time schedule. Quorum will be a majority. <br />Comment will be taken at Open House meetings and protocol will be observed, <br /> <br />6, Kim introduced the work program as handed out in the packet. The whole process will <br />take about one year finishing in July 1999.At the end of the first phase the extent and <br />scope of the project will be defined by the Task Force. The study area was defined and <br />described by Kim Way, Copies of the study area will be sent to the Task Force. <br /> <br />7. The study area includes Veterans Park, VFW, Commercial Center, Howard Johnson <br />Park, the City Hall and oval complexes, the Mobile Home Park, Central Park, Lexington <br />Avenue and housing east of Lexington at Victoria, <br /> <br />8. Steve Sarkozy, City Manager, presented the 1998 Roseville Citizen Survey, t) summary <br />of which had been distributed in the packet. <br /> <br />9. Dennis Welsch provided an overview of Community Development and the health of the <br />Community. <br /> <br />10. Kim Way defined the City Center concept as a center of diverse activity. The Center may <br />be a cross-roads center of commerce located on or near a main street. He presented a <br />slide show .Creating a Livable Town Centre". Town centers create a "sense of place" <br />whose people recreate, live and work. The City Center vision and plan should also <br />define how to implement the plan, Baltimore's downtown and Inner Harbor were used as <br />examples. Communities must identify their strengths and leverage off of them, <br />Richmond, Virginia sout end was described as another type of City Center with better <br />access and a park and ride, new uses and a main street that creates a sense of place. <br />City Center must be flexible over time. Shir1ington Center was described from a <br />renovated shopping center to a recreated main street. <br /> <br />The "there" in Roseville is known as Central Park, How can we build off that strength? <br /> <br />1 <br />
