CITY CENTER TASK FORCE NOTES October 8, 1998 1. Call to Order: October 8, 1998. 6: 30 p, m. 2, Present: Scott Bergs, Peggy Egli, Tom Johnson, Don Anderson, Ann Hermes. Perrie Hettler, Jan Vanderwall, Lois Sinn Lindquist, Richard Bates. Craig Klausing, Keith \JVietecki arrived late, Council present: Mayor Wall, Barb Mastell. Dean Maschka Others present: Dave Peipelkorn, Dick Forliti. Bob Bierscheid, Ann Baker, Steve Sarkozy, Sgt. Mike Palermo. Kim Way, Dennis Welsch 3. Chair Lois Sinn Lindquist opened the meeting at 6:30 p.m" and asked the members to introduce themselves with a "What's your favorite City?" question. 4. Kim Way, Urban Design Director, Ellerbe.Becket introduced the City Center concept as a strength of the community. There are no pre-conceived notions, 5, Kim Way introduced the Task Force Charge and Ground Rules. The Task Force will work by consensus, Meeting will adhere to a time schedule, Quorum will be a majority Comment will be taken at Open House meetings and protocol will be observed, 6, Kim introduced the work program as handed out in the packet. The whole process will take about one year finishing in July 1999.At the end of the first phase the extent and scope of the project will be defined by the Task Force. The study area was defined and described by Kim Way, Copies of the study area will be sent to the Task Force. 7. The study area includes Veterans Park, VFW, Commercial Center, Howard Johnson Park, the City Hall and oval complexes, the Mobile Home Park, Central Park, Lexington Avenue and housing east of Lexington at Victoria, 6, Steve Sarkozy, City Manager, presented the 1998 Roseville Citizen Survey, a summary of which had been distributed in the packet. 9, Dennis Welsch provided an overview of Community Development and the health of the Community. 10. Kim Way defined the City Center concept as a center of diverse activity. The Center may be a cross~roads center of commerce located on or near a main street. He presented a slide show "Creating a Livable Town Centre". Town centers create a "sense of place" whose people recreate, live and work. The City Center vision and plan should also define how to implement the plan. Baltimore's downtown and Inner Harbor were used as examples. Communities must identify their strengths and leverage off of them. Richmond, Virginia sout end was described as another type of City Center with better access and a park and ride, new uses and a main street that creates a sense of place. City Center must be flexible over time. Shirlington Center was described from a renovated shopping center to a recreated main street.
