Roseville citizens likely
would label Rosedale, the city's regional
shopping center, as their community's
central gathering point.
That situation may soon change, how-
ever. as the city has created a 13-mem-
ber citizen task force to oversee the
design and implementation of a pedes-
trian-oriented, city center development.
The task force is scheduled to meet with
city officials and Ellerbe Becket, tbe
project architect, during the next eigbt
to nine months to master plan an area
roughly bounded by Hamline and Lex-
ington avenues and County Roads C and
D,
Retail options abound in Roseville,
witb the likes of Roseda1e Center.
Crossroads Center and Har Mar Mall, in
addition to a large amount of strip cen-
ter space,
Therefore, instead of retail, the pro-
ject may be designed around existing
municipal buildings to create a city gov-
ernment campus, with some smaller.
boutique retail shops also included,
according to Kim Way, director of urban
design for Ellerbe Becket, Otber fea-
tures of the targeted area include the
John Rose Minnesota Oval and Central
Park.

"Anyone who has been to Roseville
knows that there is an abundance of
retail already there, so the project can't
be retail-driven, This sort of effort is
really market-driven and input from the
community will greatly affect what
direction it takes:' Way says.
Roseville Community Development
Director Dennis Welsch says the city
began researching the project in 1994,
but tbat it recently has gained momen-
tum.
"Right now we're trying to determine
how the plan should take shape; as a tra-
ditional downtown with a post office
and government buildings or if it should
go another direction:' Welsch says.
The master plan for the city center is
scheduled for completion in July 1999.
National trend hits home
Way brings East Coast experience to
the Roseville project. having designed
city center developments in places such
as Albany, N.Y., and Lynchburg and
Reston. Va,
Many of the aging metropolitan areas
of the East Coast are pursuing redevel-
opment plans that are pedestrian-
focused instead of automobile-oriented.
"We're definitely seeing a trend
develop, First-, second- and third-tier
suburbs have traditionally been focused
on strip center development, but resi-
dents now are looking for more than get-
ting in a car and driving to a shopping
center," Way says.

. In many cases, a public/private
partnership is formed to implement the
project. However, in Reston, a down-
town project was developed entirely pri-
vately by Mobil Corp.
Welsch reports that for Roseville's
plan, the city will pursue a public/pri-
vate relationship as details of the project
firm up,
Roseville is not the only Twin Cities
suburb pursuing city center plans,
SL Louis Park, for example, is in the
midst of Park Commons. a development
designed to create a "community focal
point," according to Dave Anderson, SL
Louis Park's economic development
coordinator.
Alexandria, Va.-based Avalon Bay
Communities has committed to develop~
ing the first phase of that project, which
will include 186,000 square feet of com-
mercial, retail and rental apartment
space. developed for a cost of about $25
million. The block is scheduled for com-
pletion in early 2000,
As for the entire project, which was
initiated in 1986, St. Louis Park is pro-
ceeding on a 25-year, three-phase sched-
ule.
Anderson says the development,
which will be located on a 125-acre site
in the northeast quadrant of Highway
100 and Excelsior Boulevard, wilt

accommodate automobile and pedestri-
an traffic,
"We want it to stand out, to be unique
and pedestrian-centered. but we'll also
allow for automobile traffic, You can't
discount that from a market perspec-
tive," Anderson says.
"We see the plan as a way to connect
the residents of St. Louis Park to a city
center and to capture the economic
potential we have here with such a large
number of employees:' he adds.
Elsewhere in the Twin Cities.
Shakopee is under way on its $8.4 mil-
lion River City Centre project, which
includes the conversion of two down-
town city blocks into 54 senior housing
units and 25,000 square feet of retail
(MREJ,II-17-97).
River City Centre involved a partner-
ship between Suntide Realty Services
Ine" the city of Shakopee and the Scott
County Housing and Redevelopment
Authority,
Also, in Maple Grove, Opus North-
west LLC is developing Main Street in
conjunction with Arbor Lakes, its $260
million, mixed-use project.
Jay Scott, Opus director, real estate
development, says Main Street will
include several boutique retailers and
perhaps a fashion store or a salon and
spa.
