<br />Roseville pursues pedestrian-oriented, city center development

<br />With the absence of a true down-
<br />town. Roseville citizens likely
<br />would label Rosedale, the city's regional
<br />shopping center, as their community's
<br />central gathering point.
<br />That situation may soon change, how-
<br />ever. as the city has created a 13-mem-
<br />ber citizen task force to oversee the
<br />design and implementation of a pedes-
<br />trian-oriented, city center development.
<br />The task force is scheduled to meet with
<br />city officials and Ellerbe Becket, tbe
<br />project architect, during the next eigbt
<br />to nine months to master plan an area
<br />roughly bounded by Hamline and Lex-
<br />ington avenues and County Roads C and
<br />D,
<br />Retail options abound in Roseville,
<br />witb the likes of Roseda1e Center.
<br />Crossroads Center and Har Mar Mall, in
<br />addition to a large amount of strip cen-
<br />ter space,
<br />Therefore, instead of retail, the pro-
<br />ject may be designed around existing
<br />municipal buildings to create a city gov-
<br />ernment campus, with some smaller.
<br />boutique retail shops also included,
<br />according to Kim Way, director of urban
<br />design for Ellerbe Becket, Otber fea-
<br />tures of the targeted area include the
<br />John Rose Minnesota Oval and Central
<br />Park.

<br />"Anyone who has been to Roseville
<br />knows that there is an abundance of
<br />retail already there, so the project can't
<br />be retail-driven, This sort of effort is
<br />really market-driven and input from the
<br />community will greatly affect what
<br />direction it takes:' Way says.
<br />Roseville Community Development
<br />Director Dennis Welsch says the city
<br />began researching the project in 1994,
<br />but tbat it recently has gained momen-
<br />tum.
<br />"Right now we're trying to determine
<br />how the plan should take shape; as a tra-
<br />ditional downtown with a post office
<br />and government buildings or if it should
<br />go another direction:' Welsch says.
<br />The master plan for the city center is
<br />scheduled for completion in July 1999.
<br />National trend hits home
<br />Way brings East Coast experience to
<br />the Roseville project. having designed
<br />city center developments in places such
<br />as Albany, N.Y., and Lynchburg and
<br />Reston. Va,
<br />Many of the aging metropolitan areas
<br />of the East Coast are pursuing redevel-
<br />opment plans that are pedestrian-
<br />focused instead of automobile-oriented.
<br />"We're definitely seeing a trend
<br />develop, First-, second- and third-tier
<br />suburbs have traditionally been focused
<br />on strip center development, but resi-
<br />dents now are looking for more than get-
<br />ting in a car and driving to a shopping
<br />center," Way says.

<br />In his work out east and overseas in
<br />Great Britain, Way has seen a variety of
<br />entities tackle city center redevelop-
<br />ments. In many cases, a public/private
<br />partnership is formed to implement the
<br />project. However, in Reston, a down-
<br />town project was developed entirely pri-
<br />vately by Mobil Corp.
<br />Welsch reports that for Roseville's
<br />plan, the city will pursue a public/pri-
<br />vate relationship as details of the project
<br />firm up,
<br />Roseville is not the only Twin Cities
<br />suburb pursuing city center plans,
<br />SL Louis Park, for example, is in the
<br />midst of Park Commons. a development
<br />designed to create a "community focal
<br />point," according to Dave Anderson, SL
<br />Louis Park's economic development
<br />coordinator.
<br />Alexandria, Va.-based Avalon Bay
<br />Communities has committed to develop~
<br />ing the first phase of that project, which
<br />will include 186,000 square feet of com-
<br />mercial, retail and rental apartment
<br />space. developed for a cost of about $25
<br />million. The block is scheduled for com-
<br />pletion in early 2000,
<br />As for the entire project, which was
<br />initiated in 1986, St. Louis Park is pro-
<br />ceeding on a 25-year, three-phase sched-
<br />ule.
<br />Anderson says the development,
<br />which will be located on a 125-acre site
<br />in the northeast quadrant of Highway
<br />100 and Excelsior Boulevard, wilt
<br />
<br />accommodate automobile and pedestri-
<br />an traffic,
<br />"We want it to stand out, to be unique
<br />and pedestrian-centered. but we'll also
<br />allow for automobile traffic, You can't
<br />discount that from a market perspec-
<br />tive," Anderson says.
<br />"We see the plan as a way to connect
<br />the residents of St. Louis Park to a city
<br />center and to capture the economic
<br />potential we have here with such a large
<br />number of employees:' he adds.
<br />Elsewhere in the Twin Cities.
<br />Shakopee is under way on its $8.4 mil-
<br />lion River City Centre project, which
<br />includes the conversion of two down-
<br />town city blocks into 54 senior housing
<br />units and 25,000 square feet of retail
<br />(MREJ,II-17-97).
<br />River City Centre involved a partner-
<br />ship between Suntide Realty Services
<br />Ine" the city of Shakopee and the Scott
<br />County Housing and Redevelopment
<br />Authority,
<br />Also, in Maple Grove, Opus North-
<br />west LLC is developing Main Street in
<br />conjunction with Arbor Lakes, its $260
<br />million, mixed-use project.
<br />Jay Scott, Opus director, real estate
<br />development, says Main Street will
<br />include several boutique retailers and
<br />perhaps a fashion store or a salon and
<br />spa. It is scheduled to be under way in
<br />November, when Opus breaks ground
