<br />1. The future land use for this parcel, as identified in Roseville's Comprehensive Plan, indicates <br />that this parcel should develop as High Density Residential (HD). Currently the lot is vacant, <br />and over the past two years the Community Development staff has discussed the sites potential <br />for townhouse development with interested individuals. However, none of these discussions <br />have ever been submitted for review. <br /> <br />2. Two heavily traveled roadways, State Trunk Highway 36 and Lexington Avenue, lie adjacent <br />to the parcel. Each roadway has a high volume of traffic that produces a level of noise that is <br />difficult to screen or block and peak hour traffic volumes that become cumbersome to negotiate <br />given the limited site access to Lexington Avenue from Lovell Lane. <br /> <br />3. The parcel does not have the size or access necessary to create a high-density residential <br />development and a low traffic generating, neighborhood friendly, job producing, office <br />condominium use is an appropriate zoning buffer for the adjacent townhomes to the east. <br /> <br />NOW THEREFORE, BE IT RESOLVED, the City Council, based on the findings listed above, <br />hereby approves and adopts the amendment to the Comprehensive Plan from HD (High Density <br />Residential) to B (Business) for property located at 2330 Lexington Avenue, subject to: <br /> <br />1. Review and comments of the Metropolitan Council. <br />2. Proper rezoning of the subject parcel. <br />3. Approval of the Final Development Plan regarding the Planned Unit Development. <br />4. Approval, signature, and recording of the Planned Unit Development Agreement. <br /> <br />The motion for the adoption ofthe foregoing resolution was seconded by Member Mastel and <br />upon vote being taken thereon, the following voted in favor thereof: Klausing, Maschka, Mastel and <br />Kysylyczyn <br />and the following voted against the same: None <br /> <br />WHEREUPON said resolution was declared duly passed and adopted. <br />
