<br />j16/ <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 1l-26-90 <br />ITEM NO.: C-5"" <br /> <br /> <br />Manager Reviewed: <br /> <br />~ <br /> <br />Agenda section: <br /> <br />Hearings <br /> <br />Thomas Theisen/Welsh Company request for a <br />Special Use Permit and license for an <br />amusement room at the Welsh Crossroads <br />Shopping Center at 1655 County Road B-2. <br /> <br />At the October 3, 1990 Planning Commission meeting, a motion to <br />deny Thomas Theisen/Welsh Company's request for a special Use Permit <br />for an amusement room at the Welsh Crossroads Shopping Center at <br />1655 County Road B-2, based on neighborhood safety issues and <br />potential harm to market value of adjacent properties, failed on a <br />3-3 vote. <br /> <br />A motion to recommend approval of the Special Use Permit, with the <br />condi tion that a securi ty plan be developed and reviewed every <br />twelve months and that a study be done by the applicant comparing <br />police calls at shopping malls with arcades versus those without <br />arcades, failed for lack of a second. <br /> <br />The Planning commission unanimously recommended that the City <br />Council, in reviewing the Comprehensive Plan, should clarify the <br />policy of allowing amusement centers in the City because of the <br />security impact, the impact on public health, safety, and welfare, <br />and because of the impact on the surrounding neighborhoods. <br /> <br />The Council reviewed this item at the October 15 Work Session and <br />decided to conduct further analysis of the issue in November. <br />At tHe November 19, 1990 work session, the Council discussed a <br />revised ordinance regarding amusement room operations and directed <br />staff to research an ordinance prohibiting additional amusement <br />rooms in the City. <br /> <br />The City Attorney has been advised regarding the Council's concerns <br />relating to this project and amusement rooms in general. He will be <br />prepared to discuss specific considerations at the time of the <br />meeting. <br /> <br />COUNCIL ACTION REQUESTED: Mot i on to app rove/ deny Thomas <br />Theisen/Welsh Company's request for <br />Special Use Permit and license for an <br />amusement room at 1655 County Road B-2. <br />
