<br />Richard Kettler/Mel Buesseler, Case No. 2153 <br /> <br />Page 2 <br /> <br />or believe that this is another housing issue that needs to be <br />reevaluated when the Housing Element of the comprehensive plan is <br />updated, then it would be appropriate to attach a statement to this <br />effect along with your recommendation to the City Council. From our <br />review of this application, there is no question that it is consistent with <br />the comprehensive plan and that the approval of this rezoning is <br />consistent with the current Housing Element of the comprehensive plan. <br /> <br />We recognize that many of you are very committed to working with <br />neighborhoods as development occurs in and around them. Encouraging <br />and facilitating communication between developers and neighbors has <br />resulted in better developments and better neighborhoods and we should <br />continue to support this practice. On the other hand, there are good <br />reasons why many land use policies (and particularly housing policies) are <br />best developed and administered from a city-wide perspective. If the <br />policies and the standards and criteria for supporting alternative and <br />innovative housing opportunities were determined on a project-by-project <br />basis and if their approval is dependent upon achieving a consensus of <br />support from the immediate adjacent neighbors, it is highly unlikely that <br />they would ever be developed. <br /> <br />We recommend that you base your recommendation regarding the <br />approval of this application on the currently adopted comprehensive plan <br />and established policy on such rezonings. If you believe that this policy <br />should be reevaluated, that opinion can be conveyed to the City Council <br />along with your recommendation. <br />
