BACKGROUND <br /> <br />This is an application to amend the special use permit for the approved <br />site plan at the Roseville Community Bank. The amendment would <br />allow the owners to add an A TM (automatic teller machine) that was <br />not shown on the approved site plan. We met with a representative of <br />the bank on August 15 to discuss this proposal, and we reviewed a <br />number of alternative locations for this facility. <br /> <br />The bank wants to add this service for its customers and they did not <br />anticipate this use when the original site plan was prepared. If you <br />look simply at the functional relationships between the various elements <br />on this site, it would seem most logical to designate one of the future <br />expansion lanes in the drive-through facility for this use. The <br />applicants have considered this location, and they feel that the <br />congestion associated with the drive-through lanes will discourage A TM <br />users. <br /> <br />They also said that it was important to locate these facilities where it <br />is quite visible. They indicate that this is important for the safety of <br />both bank users and bank employees, who replenish the cash in these <br />machines regularly. With these considerations in mind, we reviewed a <br />number Df pDtential IDcatiDns on the site. We suggested a number Df <br />locations that could work, but our principal concern was to locate the <br />A TM where it would not conflict with the designed circulation system <br />for the lot. At first, this might seem a simple matter until you stop <br />to remember that we Americans drive on the right side of the road, <br />and the A TM needs to be located on the drivers side of the car. <br /> <br />Unfortunately, the applicants have chosen not to pursue any of the <br />alternatives that we discussed. Rather they have placed it on the same <br />island where their pylon sign is located, in a manner that will place its <br />users on the wrong side of the driveway, in opposition to other bank <br />patrons. <br /> <br />In his narrative Mr. Willmus states that the primary function for the <br />A TM is to provide service to customers after hours. If this is so, <br />there would not be a conflict with other drive through customers and it <br />
