Department Approval <br />�. <br />� <br />�. <br />Item Description <br />BACKGROUND <br />1J� <br />REQUEST FOR COUNCIL ACTION <br />Date: 04-21-2014 <br />Item No.: 9.a <br />City Manager Approval <br />�� �� <br />� <br />A request by the Community Development Department to amend Roseville's <br />City Code to prohibit the long term storage of trailers, boats on trailers, and <br />large RV's on public streets. <br />City staff (Police and Community Development) periodically receive complaints when a resident parks <br />a trailer, a boat on a trailer, or, a large RV on a public street in a residential neighborhood for extended <br />periods. Sometimes these are parked on the street, continuously, for periods exceeding a month, or, all <br />summer long without ever moving. In effect they are being `stored' on the public street. While many <br />other cities regulate the placement of large RV's or boat/trailer combinations on public streets, <br />Roseville's City Code presently does not. However, Roseville's public roadways were not designed, nor <br />intended, for this purpose. <br />In response to concerns from citizens, Council requested the Community Development Department <br />address the issue of long term storage of trailers, boats on trailers, and large RV's on public streets. <br />Community Development Department staff is proposing a City Code ordinance amendment that will <br />identify the long term storage of trailers, boats on trailers, and RV's, on public streets, a public nuisance <br />violation (within City Code Section 407). This amendment is specifically structured to: <br />• Allow the parking of trailers, boats on trailers and large recreational vehicles on a public street <br />(subject to existing regulations) for a maximum period of 4 days in any (and each) calendar <br />month. <br />• Not affect the allowed parking of other types of vehicles on public streets (cars, trucks, smaller <br />RV's, etc.). <br />• Not affect the allowed parking of these items on one's own driveway. <br />• Allow for residents to park these items on a public street for a few days at a time (often residents <br />will bring one home from storage to clean or pack it for a trip). <br />• Allow for visiting relatives, arriving in an RV, to park on a public street for a few days or a <br />week at a time. <br />• Address violations effectively: limit the ability to circumvent the ordinance by simply moving <br />an item periodically, and, bring violations before City Council relatively quickly. <br />• Allow an affected resident to speak before Council and identify any special circumstances. <br />• Allow for Council to review and rule on a violation prior to any staff abatement action (such as <br />impound). <br />• Allow for staff to abate a violation (and impound a trailer, a boat on a trailer, or, an RV, under <br />Section 406.06 City Abatement of Public Nuisances) following authorization from Council. <br />Page 1 of 2 <br />
