The City requires that before the city can <br />approve a minor variance, an applicant must obtain written approval <br />of the variance from affected neighbors. As I understand it, <br />Roseville lutheran Church owns the property adjacent to Kay <br />Peterson's but that the church is reluctant to provide written <br />approval to the variance because it may adversely affect a future <br />potential land trade/purchase with the city.
