BACKGROUND <br /> <br />This is an application to amend the Special Use Permit that authorized <br />the existing site plan for the Rosedale Commons site. Specifically, this <br />application would authorize the installation of two monument signs at <br />two of the entrances to this site that were not shown on the approved <br />site plan. <br /> <br />Four exhibits have been submitted by the project architects to illustrate <br />this proposal. They include a site plan illustrating the locations of the <br />proposed monuments, a scaled elevation illustrating the design of the <br />proposed signs and the materials that they will be constructed of, and <br />enlarged details of each of the specific locations. <br /> <br />The subject property is located in the SC Shopping Center District <br />(Chapter 9, Roseville Code). Section 14.400 of the code contains the <br />regulations for signs in the SC District. Also relevant in this discussion <br />is the amendments to Chapter 14 recently recommended by the Planning <br />Commission that have yet to be formally adopted by the City Council. <br />Also attached for your review is a copy of the new standards related <br />to ground signs. <br /> <br />Shopping Center Districts may have as many as three pylon signs. <br />There are currently two pylon signs on the site. The new standard for <br />ground signs would allow these signs to be set back one-half the normal <br />pylon setback distance, but they must also contain no more than <br />one-half the allowed sign area. The approval of this application would <br />essentially trade the third available pylon sign for two ground signs. <br />These ground signs would comply with the height limit included in the <br />new standards. <br /> <br />Since the new sign ordinance modifications have not been approved by <br />the City Council, this application must be reviewed under the current <br />code. Fortunately the current Shopping Center District standards include <br />some provisions that aIJow some flexibility. One of the first issues <br />relates to setbacks.
