Will the project alter the character of land use or the spirit of current ' <br />public land use policy in east, Roseville? <br /> <br />2. Will the project have adverse neighborhood impacts? <br /> <br />3. Will the' project adversely affect the use of, adjacent lands or' create <br />opportunities for unwanted commercial development (precedence)? <br /> <br />4.' Are there viable alternative uses that, will better serve the interests <br />of, the neighborhood and City? <br /> <br />5. Will the, project adversely impact City services, infrastructure and <br />servicing costs? <br />
