The ci ty Council amended the zoning ordinance to require <br />special use permit for outside display and merchandising in <br />1989. <br />2. The following criteria were established for evaluation of <br />special use permit applications for outside display and <br />merchandising: <br />A. The amount of outside sales area compared to the amount <br />of inside sales space. <br /> <br />B. The location of outside sales area and the extent to <br />which it encroaches on the required setbacks. <br /> <br />C. The impact on traffic and pedestrian circulation on the <br /> site. <br />D. The impact on parking on the site. <br />E. The height of the merchandise display. <br />F. The hours in which the merchandise will be displayed. <br />G. The type of merchandise to be displayed. <br /> <br />3. Lebens Flowers' request is to maintain existing outside <br />display of plants and related materials. <br /> <br />4. Planning Commission recommends approval of the special use <br />permit based on plans submitted to the Planning commission on <br />December 5, 1990. <br /> <br />Alternatives: <br />1. Approve the special use permit as recommeded by the planning <br />Commission <br /> <br />2. Approve the special use permit with additional conditions. <br />
