<br />Iq~ <br />9 <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 2-25-91 <br />ITEM NO.: e.. _ ç <br /> <br />Manager Reviewed: <br /> <br />Agenda section: <br />Hearings <br /> <br />Department Approval: <br /> <br />~ <br /> <br />~ <br /> <br />Meam Properties, Inc. request for a special <br />use permit for approval of a preliminary and <br />final plat and special use permit for a motor <br />vehicle related use at 2330 County Road C. <br /> <br />Item Description: <br /> <br />Backqround: <br /> <br />1. <br /> <br />The State of Minnesota will require automobile emissions <br />testing of all automobiles prior to issuance of new license <br />plates or tabs beginning later this year. <br /> <br />Systems Control have been granted the rights by the <br />Minnesota Pollution Control Agency to develop automobile <br />emissions testing facilities throughout the Twin cities <br />metropolitan area. <br /> <br />2. <br /> <br />3. <br /> <br />Systems Control has identified a site at 2330 County Road C <br />for the development of an automobile emissions testing <br />facility. <br /> <br />4. <br /> <br />ci ty ordinances require that a plat be approved for this <br />site and that a special use permit be issued for an <br />automobile related use. <br /> <br />5. <br /> <br />ì <br />, <br />The Planning Commission unanimously reèommended approval of <br />the preliminary and final plat. The Planning Commission <br />further recommended approval of the special use permit with <br />the following conditions: <br /> <br />a. That if evidence of any contamination is found on the <br />site, that it be totally cleaned up to the satisfaction <br />of the Engineering Department prior to the issuance of <br />a certificate of occupancy. <br /> <br />b. That plans be modified to provide for trash handling in <br />a manner which is consistent with the City standards. <br /> <br />c. That final plans be reviewed to insure that all rooftop <br />utilities are screened in accordance with City <br />standards. <br /> <br />d. That final construction drawings be submitted to make <br />certain that none of the proposed landscaping will <br /> <br />-~ <br /> <br />\ <br />
