BACKGROUND <br /> <br />As you may recall, this was an application at the March 13 <br />Planning commission meeting for an "after the fact" sign <br />variance to approve the location where the applicants have <br />already installed their sign. Since an accurate site plan <br />was not submitted, we considered the application <br />incomplete. Nevertheless, it was our opinion, based on <br />the information we had, that a variance was not <br />justified. <br /> <br />Mr. Brandt did not attend the Planning commission meeting, <br />but the variance request was denied and passed on to the <br />City Council at their March 25 meeting. Mr. Brandt <br />appeared before the Council. The Council agreed that a <br />complete site plan is needed before the application was <br />reviewed. They gave Mr. Brandt the option of either <br />having his current application denied, or returning to the <br />Planning commissin with a site plan and appropriate <br />information to support his assertion of a visibility <br />hardship. He agreed to this, and the item was referred <br />back to the Planning commission. <br /> <br />In the meantime, City Staff has met with Mr. Brandt asking <br />him to supply us with more detailed information to support <br />the variance. He expressed uncertainty as to how to <br />prepare an accurate site plan and other information, so we <br />offered to assist him in gathering the necessary <br />materials. We suggested he take photographs at measured <br />locations on Long Lake Road so that accurate site lines <br />could be drawn on a map. This he did, but the photos were <br />taken from the curb line, therefore they did not <br />accurately represent the view a driver would have from the <br />street. <br /> <br />We went to the site and took additional photographs to <br />assist Mr. Brandt in visualizing the situation and <br />assembled existing City base information (the section map <br />
