BACKGROUND <br /> <br />This past summer, North Heights Hardware processed an <br />application for a special use permit for outside storage. <br />During the review of that proposal and in the discussions <br />with the owners and the Planning Commission, it was <br />mentioned several times that this business had outgrown <br />its building and was spilling out onto the site with <br />equipment storage. Since that time we have met with Mr. <br />Schwalbach to discuss the available options for the <br />expansion of his building and related site improvements. <br /> <br />In September of 1990, the property at 2595 Rice Street <br />(immediately south of North Heights) was made available <br />and North Heights purchased it. They propose to divide <br />this lot to add 76 feet of width to the North Heights lot <br />and retain an 83-foot-wide residential lot to accommodate <br />the existing house. <br /> <br />Generally speaking, the additional space that would be <br />added to the North Heights lot would allow them to build <br />a 3,050-square-foot addition. This addition would, in <br />turn, greatly reduce the need to store goods and equipment <br />that was in for service out on the parking lot. In short, <br />we think that the proposal is very positive, and we want <br />to be supportive of their efforts to expand in Roseville. <br />This is an existing nonconforming use, however, and there <br />are numerous issues that need to be addressed in order to <br />approve this request. <br />
