Mr. Paschke noted that some of the outdoor re- <br /> quirements had previously been revised, but he wasn't sure how they may impact <br /> the two examples given by Councilmember Etten, as typically business districts <br /> have not supported outside storage without screening. <br /> Councilmember Etten questioned why drive-throughs were not permitted if a fast <br /> food enterprise would show future interest in locating adjacent to Walmart, but <br /> not permitted when it was already permitted across the street where it created a <br /> dangerous access scenario. <br /> Mr. Paschke advised that, from his historical understanding when the Twin Lakes <br /> Redevelopment Area was created, the community had no interest in allowing <br /> drive-through restaurants in the area, but preferred fast casual or sit-down restau- <br /> rants; thus their status as unpermitted uses. If this City Council was inclined to <br /> change that, Mr. Paschke suggested that they could do so, but it may change the <br /> complexion of who may infiltrate that area, and questioned if that was the overall <br /> community desire for the Twin Lakes area. <br /> Councilmember McGehee agreed with staff's understanding; opining that the City <br /> didn't have too many sit-down restaurants; and from a traffic or residential point <br /> of view, the decision had been made to encourage more fast casual or sit-down <br /> dining options versus more fast food enterprises. <br /> Councilmember Willmus also agreed with staff's comments; deferring to a con- <br /> siderable number of years of discussion regarding that mission. <br /> Councilmember Laliberte questioned how underground parking had been ad- <br /> dressed for High Density Residential (HDR) zones. <br /> Mr. Trudgeon and Mr. Paschke agreed that it was permitted, but that there were <br /> no standards in place to address it. Mr. Paschke advised that staff would encour- <br /> age underground parking to reduce paved surfaces and allow for more green <br /> space; however, he noted that there is a significant cost to do so, but it was not <br /> precluded from any development process and staff would encourage structured or <br /> underground parking. <br /> Mayor Roe noted that it was included in several areas as a goal of the Compre- <br /> hensive Plan. <br /> Councilmember McGehee noted that one type of parking not evidenced in Rose- <br /> ville was for parking similar to that at the Galleria in Edina; and sought to ensure <br /> that it was not precluded as an option. <br /> Mr. Trudgeon advised that current standards do not preclude that option, and staff <br /> would support it. <br />
