Regular City Council Meeting <br /> Monday, April 7, 2014 <br /> Page 24 <br /> Mr. Schwartz clarified that the credit oom to <br /> may have was <br /> beern successful nn the <br /> usingcosts <br /> a <br /> associated with thawing, noting that <br /> water method versus a welding method. <br /> Roll Call <br /> Ayes: McGehee; Willmus; Etten; Laliberte; and Roe <br /> Nays:None. <br /> Councilmember McGehee questioned if Councilmember Willmus would be more <br /> receptive to an optional or volunteer assessment program. <br /> Councilmember Willmus responded that a voluntary program would address his <br /> equity concerns, since a number of participants may not be able to provide fund- <br /> ing. <br /> Councilmember McGehee suggested that staff come back with a plan for how <br /> such a program could be implemented. <br /> McGehee moved, Willmus seconded, directing staff to review an optional volun- <br /> teer insurance program at a fee of$25 or $50 per year for water service lines; with <br /> a friendly amendment accepted to provide this information by mid-summer. <br /> Councilmember Etten questioned the viability of such a program and potential <br /> pool of money if there was only a limited number signing up. <br /> Councilmember Willmus clarified that the intent of the motion was for staff to re- <br /> search such a program, and return to the City Council, with nothing set in place at <br /> this point. <br /> Roll Call <br /> Ayes: McGehee; Willmus; Etten; and Laliberte. <br /> Nays: Roe. <br /> Motion carried. <br /> Service Lateral Ownership <br /> Mr. Schwartz reviewed the survey information, with a two to one ration of city- <br /> owned rights-of-way; and other survey information indicating ownership situa- <br /> tions similar to that of Roseville. While staff sent the request to the majority of <br /> metropolitan cities, only those listed on the survey responded. <br /> Mr. Schwartz cautioned that if the City Council changed their current policy, <br /> those property owners having experienced this cost privately may seek compensa- <br /> tion from the City Council for reimbursement of their personal investment with- <br /> out recognizing that this is s new policy impacting their rates. Mr. Schwartz re- <br /> viewed short- and long-term financial impacts to the CIP funding if the current <br /> policy is changes, anticipating a combined liability over a 50 year period for a <br />
