<br />- 2 - <br /> <br />In this manner, no adverse effect on area traffic patterns is <br />anticipated. Generally speaking, our vehicles have to be at <br />their first stop by the beginning of the morning rush hour <br />period and, conversely, conclude their last drop off at the <br />far end of the afternoon rush hour period. There is, then, <br />no practical intermingling with area rush hour traffic which <br />may impede traffic flow on County Road C or surrounding <br />roadways. <br /> <br />Our review of the existing building indicates that there is <br />sufficient room for an employee rest area, a classroom for <br />conducting driver training, suitable arrangements for <br />dispatch and two-way radio operations, and adequate room for <br />customer service and accounting. Additionally, it is <br />expected that the company will locate its Minnesota Regional <br />Offices, including management and financial personnel, to <br />this facility in existing office space available on the <br />second floor of the administration area. <br /> <br />Due to the nature of the transportation service proposed to <br />operate from this facility, it is expected that the facility <br />will be staffed by two shifts, beginning at 5:00 a.m. through <br />11:00 p.m., seven days a week. The primary duties of second <br />shift personnel will be vehicle maintenance, computer input, <br />and routing. Proper facility security will be arranged <br />during all non-working hours to include electronic and on- <br />site. <br /> <br />Since the larger portion of the property is not hardsurfaced, <br />the current drainage on the property is provided by <br />percolation through existing soil with excess drainage onto <br />adjacent property. The proposed drainage situation is not <br />exactly known at this time, and in any event, shall be <br />deferred until such time as discussion can take place with <br />City engineers with respect to potential storm water drains <br />and water retention areas which may be relative in <br />conjunction with the proposed Arthur Street construction <br />as described in the Twin Lakes Redevelopment Plan. This <br />matter is further discussed in our written response to <br />question 19.B. of the application. <br /> <br />Trash removal will be contracted with a local provider who <br />will furnish containers suitable for the purpose. The trash <br />container area will be monitored daily to ensure a reasonably <br />neat and clean surrounding. Due to the entire property being <br />fenced, it is not anticipated that blowing debris will be a <br />problem. <br />
